A SCART is a connector for AV (Audio Visual) devces. They are most common in Europe and are very rare outside of it. They usually consist of 21 pins. They connect most thing to a TV, for example a DVD player. The actual scart lead doesn't give the DVD player (in this example) power, it just sends the AV (audio Visual) information to the TV, which is why you may have turned the DVD player on but nothing's coming up on the TV because hasn't been inserted properly, if at all.
